I'm looking to start a technology oriented company in the near future in Eastern Europe or the Balkans. I was wondering if any1 could give me some perspective or recommendations on possible choices, or in general.

-I need to be able to obtain components & material, some possibly hazardous, for production (preferably cheaply)

-Need a country with at least a good pool of domestic engineers of varying types

-Don't want the government too up my ass

-Bonus points for if the place is warmer, I don't like 2 be 2 c-c-cold

I've been looking at Ukraine & Bulgaria to start; any input would be greatly appreciated.

For Ukraine, it depends on your budget. If you have enough to pay off, they might leave you alone.
